Description
PLEASE TAKE NOTICE that a public hearing will be held on October 15, 2026 at the 9 West 124 th Street at 11:00 am, or as soon thereafter as the matter may be reached on the calendar, at which time and place those wishing to be heard will be given an opportunity to be heard concerning the proposed amendments to a deed and land disposition agreement identified below. Pursuant to Section 695(2)(b) of the General Municipal Law and Section 1802(6)(j) of the Charter, the Department of Housing Preservation and Development ('HPD') of the City of New York ('City') proposed amendments to the terms and conditions of the sale of certain real property previously conveyed by the City of New York (collectively, 'Disposition Area') in the Borough of Manhattan: Address Block / Lots Community District 53 East 110 Street 1616/123 11 304 East 126 Street 1802/47 11 201 East 120 Street 1785/1 11 204 West 121 Street 1926/35 10 Under HPD's Division of Property Disposition and Finance program, City-owned vacant and/or occupied multifamily residential buildings may be purchased and gut-rehabilitated by a designated sponsor in order to create affordable rental housing units with a range of affordability. Construction and permanent financing is provided through loans from private institutional lenders and from public sources, including HPD. On November 23, 2020, the City conveyed the Disposition Area to CLT East Harlem/El Barrio Community Land Trust Housing Development Fund Corporation. The deed and land disposition agreement recorded against the Premises requires compliance with a project summary approved by the Council requiring the development of approximately 36 rental dwelling units, two commercial spaces, and one community facility space. While it was originally intended that there would be commercial spaces in the project, it is now being developed with three community facility spaces and approximately 38 rental dwelling units. On July 16, 2026 (Res. No. 579), the Council approved and amended project summary reflecting these new conditions, and the deed and land disposition agreement will be amended to reflect these changes. A public file containing copies of the calendar document and other public documents will be made available to Manhattan Community Board 10 for public review at the office of Manhattan Community Board 10 no later than twenty (20) days prior to the public hearing. The hearing location is accessible to individuals using wheelchairs or other mobility devices.
