<p><span style='font-size:14px'>Notice of a Franchise and Concession Review Committee (FCRC) Public Hearing on Agency Annual. Concession Plans for Fiscal Year 2027 pursuant to Section 1-10 of the Concession Rules of the City of New York (Concession Rules), to be held on Monday, June 8, 2026, at 22 Reade Street, Spector Hall, New York, NY 10007, commencing at 2:30 P.M.</span></p><p><span style='font-size:14px'>At this hearing, the FCRC will further solicit comments about the provisions of the Concession Rules from the vendor community, civic groups, and the public at large. The FCRC shall<br>consider the issues raised at the Public Hearing in accordance with the procedures set forth in the New York City Charter under the City Administrative Procedure Act.</span></p><p><span style='font-size:14px'>The following agencies submitted an Annual Concession Plan for Fiscal Year 2027: the Department of Parks and Recreation; the Department of Citywide Administration Services; the<br>Department of Environmental Protection; the Department of Corrections; the Department of Health and Mental Hygiene; the Department of Transportation; the New York City Fire Department; the Department of Housing Preservation and Development; NYC Tourism + Conventions on behalf of the Department of Small Business Services; the New York City Economic Development Corporation on behalf of the Department of Small Business Services; the New York City Administration for Childrens Services; the New York City Department of Records and Information Services; and the New York City Police Department.</span></p><p><span style='font-size:14px'>The portfolio of Agency Annual Concession Plans covers significant and non-significant concessions expiring, continuing, and anticipated for solicitation or initiation in Fiscal Year 2027.</span></p><p><span style='font-size:14px'>Furthermore, the portfolio covers, inter alia:</span></p><p><span style='font-size:14px'> Department of Parks and Recreation: mobile food units, food service facilities, golf<br>courses, driving ranges, marinas, tennis professionals, athletic facilities, Christmas trees,<br>parking lots, markets, fairs, restaurants, concerts, newsstands, stables, gas stations,<br>amusement venues, ice skating rinks, carousels, ferry services, bike rentals, sailboat<br>rentals, souvenirs and gifts, beach equipment, and event programming.<br> Department of Citywide Administrative Services: maritime/non-maritime occupancy<br>permits, merchandise and marketing, vending machines, and restaurants.<br> Department of Environmental Protection: gas purification.<br> Department of Corrections: commissary services and vending machines.<br> Department of Health and Mental Hygiene: drug discount card program.<br> Department of Transportation: vending machines, pedestrian plazas, food courts, café,<br>markets.<br> New York City Fire Department: fire museum.<br> Department of Housing Preservation and Development: café.<br> NYC Tourism + Conventions on behalf of the Department of Small Business Services:<br>marketing, advertising, intellectual property and trademark merchandising.<br> New York City Economic Development Corporation on behalf of the Department of<br>Small Business Service: events/installations, parking lots, maritime and non-maritime<br>occupancy permits.<br> New York City Administration for Childrens Services: vending machines.<br> New York City Department of Records and Information Services: licensing<br>representation.<br> New York City Police Department: vending machines and cafeteria.</span></p><p><span style='font-size:14px'>Written testimony may be submitted in advance of the hearing electronically to [email protected].
