<p>NOTICE OF A JOINT PUBLIC HEARING of the Franchise and Concession Review Committee and the New York City Police Department (NYPD) to be held on 8/10/2026, at 255 Greenwich Street, 8th Floor, New York, NY 10007 commencing at 2:30 pm relative to:</p><p><br>INTENT TO AWARD as a concession a License Agreement (License) to Staten Island Bagel Café, Inc. (Concessionaire) for the operation and maintenance of the cafeteria at the NYPD Police Academy in College Point, Queens.</p><p>The License will provide for a period of four years with two (2) renewal options, each for a period of three (3) years.</p><p>Compensation to the City will be as follows: Concessionaire will pay to the City a monthly fee of 6% of gross receipts. Gross receipts shall mean all revenue derived from the sale of food, beverages, merchandise, catering services, and vending operations.</p><p>Written testimony may be submitted in advance of the hearing electronically to [email protected]. All written testimony can be submitted up until the close of the public hearing and will be distributed to the FCRC after the hearing.</p><p><br>A draft copy of the agreement may be obtained at no cost by any (or all) of the following ways:</p><p><br>1. Submit a written request to NYPD at [email protected] from 7/24/2026 through 8/10/2026.</p><p><br>2. Submit a written request by mail to NYPD, 375 Pearl St. Rm. 15-207, New York, NY 10038, Attn: Marta Zmoira. Written requests must be received by 8/10/2026. For mail-in requests, please include your name, return address, and PIN #177-22-0322, Cafeteria at the NYPD Police Academy.</p><p><br>3.
