<p><span style='font-size:12pt'><span style='font-family:Aptos,sans-serif'><span style='font-size:10.0pt'>Bronx County (Bronx) - The Federal Highway Administration (FHWA), the New York State Department of Transportation (NYSDOT), as joint lead agencies, and the New York City Department of Transportation (NYC DOT), as project sponsor and joint lead agency, have made available the Draft Design Report (DDR) / NEPA Draft Environmental Impact Statement (DEIS) for the Shore Road Bridge over the Hutchinson River Project. In compliance with SEQRA/CEQR, the NYC DOT has also prepared additional documentation to cover topics not addressed in the DDR/NEPA DEIS. </span></span></span></p><p><span style='font-size:12pt'><span style='font-family:Aptos,sans-serif'><span style='font-size:10.0pt'>The purpose of the Project is to address the structural deficiencies; geometric deficiencies; and operational reliability for multi-modal users, including marine vessels, of the Shore Road Bridge over the Hutchinson River. The existing Shore Road Bridge is over 115 years old and is an 865-foot-long bridge with seven spans. The main span over the navigation channel is a double-leaf movable bascule span, which opens for the passage of marine vessels. The bridge is located within Pelham Bay Park between the Bronx and Pelham Parkway and City Island Road along Shore Road in the Borough of Bronx, New York. </span></span></span></p><p><span style='font-size:12pt'><span style='font-family:Aptos,sans-serif'><span style='font-size:10.0pt'>As a project requiring FHWA approval, the Project is subject to the requirements of Section 4(f) of the USDOT Act of 1966 (now codified in 23 USC §138 and 49 USC §303), and the FHWA implementing regulation, 23 CFR Part 774. In accordance with the applicable regulations and as documented in the DEIS, the FHWA intends to make a <em>de minimis</em> impact finding for the Section 4(f) use of Pelham Bay Park and the Pelham Bay Park Preserve. The FHWA is soliciting comments from the public on the proposed <em>de minimis</em> impact determination for Pelham Bay Park and the Pelham Bay Park Preserve.</span></span></span></p><p><span style='font-size:12pt'><span style='font-family:Aptos,sans-serif'><span style='font-size:10.0pt'>Two in-person public hearings will be held to provide information and receive comments on the DDR/NEPA DEIS and SEQRA/CEQR documentation. The same content will be presented at both hearings. One will be held on Thursday, October 1, 2026, from 6:00 p.m. to 8:00 pm at the Bartow Older Adult Center (Co-Op City) located at 2049 Bartow Avenue, Bronx, NY 10475 (Parking: Parking Garage 4, 99 Asch Loop, Bronx, NY 10475). The second will be held on Wednesday, October 7, 2026, from 6:00 p.m. to 8:00 p.m. at the Pelham Bay & Split Rock Golf Courses located at 870 Shore Road, Bronx, NY 10464 (parking available on site). Hearings will begin in an open-house format followed by a presentation and formal comment session for people who have signed up at the hearing to speak.
