<p style='text-align:center'><span style='font-size:12pt'><strong>COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM - DISASTER RECOVERY</strong></span></p><p style='text-align:center'><span style='font-size:12pt'><strong>PUBLIC NOTICE OF AVAILABILITY</strong></span></p><p style='text-align:center'><span style='font-size:12pt'><strong>NOTICE OF A PUBLIC HEARING</strong></span></p><p style='text-align:justify'> </p><p style='text-align:justify'><span style='font-size:12pt'>TO ALL INTERESTED RESIDENTS, GROUPS, COMMUNITY BOARDS, AND AGENCIES: </span></p><p style='text-align:justify'><span style='font-size:12pt'>On Monday, September 14, 2026, the City of New York will release a substantial amendment to its Community Development Block Grant-Disaster Recovery (CDBG-DR) Action Plan for Hurricane Ida Recovery. <span style='color:black'>Through this amendment, the City will detail its proposed use of $86,000,000 in reallocated CDBG-DR funding provided through the U.S. Department of Housing and Urban Development (HUD).</span></span></p><p style='text-align:justify'><span style='font-size:12pt'>To access the plan beginning September 14, 2026, please visit: https://www.nyc.gov/site/cdbgdr/hurricane-ida/ida-action-plan.page. Executive Summaries will be available in English, Spanish, Chinese, Russian, Bengali, Haitian, Korean, Arabic, Urdu, French, and Polish. The online materials will also be accessible for the visually impaired. Paper copies of the Action Plan, including in large print format (18pt. font size), will be provided upon request.</span></p><p style='text-align:justify'><span style='font-size:12pt'>The substantial amendment is subject to a 30-day public comment period, which will begin on September 15, 2026. Comments must be received no later than Friday, October 16, 2026 at 11:59 P.M. (EST). Written comments may be submitted to [email protected] or to the Mayors Office of Management and Budget (OMB), Attention: Evan Pellegrino, Director of Community Development, 255 Greenwich Street, 8th Floor, New York, New York 10007.</span></p><p style='text-align:justify'><span style='font-size:12pt'>A hearing is scheduled for October 8, 2026 from 6:00-7:00pm to obtain comments on the City's use of federal funds. The hearing may be attended either in person or virtually.
