<p>NOTICE IS HEREBY GIVEN THAT, pursuant to Section 197-c of the New York City Charter, the Brooklyn Borough President will hold a ULURP hearing on the matter below in person, at 6:00 PM on Wednesday, October 14, 2026, in the Borough Hall Courtroom, 209 Joralemon Street and virtually via Webex. The meeting will be recorded for public transparency.  </p><p>Members of the public may register for a livestream of the hearing on Webex at:  </p><p>https://nycbp.webex.com/weblink/register/rb692af25c463a951dcfe91294ef31e87 </p><p>Testimony at the hearing is limited to 2 minutes, unless extended by the Chair. Testimony on these items will be accepted in-person, virtually, and in writing via email. To submit testimony virtually, register at the link above and select which agenda item you would like to submit comment for. While pre-registration is preferred, it is not required to speak; during the hearing there will be a call for testimony from those who have not signed up in advance. (9.95 FAR) mixed-use development including 9,544 sq. ft. of commercial use, 330 sq. ft. of community facility use, and 112 dwelling units (28 permanently income-restricted units pursuant to MIH Option 1) is being sought by 1584 FLATBUSH AVENUE PARTNERS LLC at 1584 Flatbush Avenue in the Flatbush neighborhood of CD14, Brooklyn.</p><p>       3. 150 Noll Street </p><p>An application for a Zoning Map Amendment to map a C2-4 overlay in a R6 district to facilitate an active ground floor commercial use in a five-story mixed-use building with 73,852 zoning square feet including 994 zsf of community facility space, 17,859 zsf of commercial space, and 81 dwelling units is being sought by private applicant Noll Street Realty USA LLC in Bushwick, Community Board 4, Brooklyn.</p><ol start='4'> <li> <p>240 Nassau Street </p> </li></ol><p>A zoning map amendment (R6 to C6-12), text amendment (to modify ZR 74-752 and amend Appendix F), and a special permit (ZR 74-752) to facilitate a new 1.4M SF mixed-use development with 1,502 units (302 permanently affordable),132k of community facility incl. a public school, 27k sf of commercial, and 20k sf of public open space, is being sought by co-applicants NYC ECF and 240 Nassau Street Holdings, LLC at 50 Navy Street and 240 Nassau Street in Downtown Brooklyn, Community District 2. </p><ol start='5'> <li> <p>364 Coney Island Avenue Rezoning </p> </li></ol><p>A Zoning Map Amendment from C8-2 (OP) and R5B (OP) to C4-4D (OP) and a Zoning Text Amendment to Appendix F to map an MIH Area to facilitate a new 12-story plus cellar, 59,702 sq. ft. (7.2 FAR) mixed-use development including 2,872 sq. ft. of commercial use and 71 dwelling units (18 permanently income-restricted units pursuant to MIH Option 1) is being sought by 364 Coney Island Avenue LLC at 364 Coney Island Avenue in the Windsor Terrace neighborhood of CD7, Brooklyn. </p>
