At a May 13 City Council hearing, NYC Parks reported an active headcount of 344 PEP officers with "approximately" 60 officers per borough". With ~877 parks sites in Brooklyn alone, this is an untenable per-officer caseload of quality-of-life issues, homeless outreach, canine waste patrol, illegal dumping, littering, illegal vending, and general public safety needs. Several of our commercial corridors continue to experience rampant disregard for the laws that protect the health and safety of our District's millions of annual visitors, and the daily quality of life and sanitation expectations of our District's residents. Just as the Office of Nightlife has seen success with coordinated multi-agency enforcement and education efforts such as M.A.R.C.H and C.U.R.E, we hope that the creativity and resourcefulness of our agencies working together might yield comparable solutions for better street vendor education, compliance, and enforcement. BIDs might be a suitable and motivated partner in this work, perhaps as a means for street vendors to begin to be integrated into the community support systems and business resources available to bricks & mortar operators sharing the same corridors.

Weigh-in-motion (WIM) technology allows the City to automatically enforce truck weight restrictions on the aging, NYC-owned portion of the BQE. To avoid fines, trucks often reroute to nearby residential streets, decreasing quality of life and creating significant congestion when they frequently get stuck. BKCB2 recommends a comprehensive assessment of our operating and technical needs, and a commensurate increase in our baseline operating budget. There has been no Citywide assessment of Community Board technical needs since Windstream acquired PAETEC's municipal contracts in 2011. Windstream has consistently failed to provide reliable phone and internet service or equipment since beginning bankruptcy proceedings in 2019. This is just one example of widespread underinvestment in the basic needs of Community Board operations. A recurring theme expressed by our City agency partners across all of this year's Borough Budget Consultations was, ""We are budgeted to address [X program/concern], but we need more support with direct local outreach."" The general public is also increasingly expectant that government offices utilize modern tools and offer digital connectivity. As the most local unit of nonpartisan City government, Community Boards need an infusion of infrastructure, equipment, and staff support to meet modern challenges, effectively partner with City agencies, efficiently serve our residents, and support greater community engagement. The scope of assessment and investment must include basic office and field equipment updates; a survey of phone, internet, and broadcasting infrastructure and gaps; a survey of staff training and upskilling needs; and baselining of fundamental SaaS tools including design and communication (newsletter) software, and news, database, and research subscriptions. To be clear, this requires a significant periodic investment above our extremely modest $13-$15k average annual OTPS allotment. We recommend commitment to a 4-year cycle of regular operational and technical assessments and upgrades.

BKCB2 recommends increased DOHMH funding in BKCD2 for street-level air quality monitors through the NYC Community Air Survey (NYCCAS) program, and exploration of collaboration opportunities with our State DEC partners to implement rooftop monitors on our NYCHA campuses and the Manhattan and Brooklyn Bridges. Particulate matter that is 2.5m or smaller (""PM2.5"") penetrates deep into the lungs and bloodstream, causing chronic and often lethal heart and lung disease. Internal Combustion Engines (ICE) such as gas-powered vehicles are the leading source of PM2.5. Long term exposure to PM2.5 contributes to 1 out of 25 deaths in NYC, and per the 2018 Community Health Profile, the levels of fine particulate matter and the rate of child asthma emergency room visits are notably higher in BKCD2 than in NYC as a whole. BKCD2 contains 1.5 miles (12%) of the Brooklyn-Queens Expressway (BQE) within its boundaries and has 3 Neighborhood Tabulation Areas in Brooklyn's 10 highest PM2.5 levels--the most of any Brooklyn Community District. This request is particularly urgent given the Trump Administration's recent reversal of the Biden Administration's EPA limits on PM2.5.
