Reconstruct the staircase in Saint Nicholas Park that runs east to west at 134th Street which has been closed for more than a decade. This staircase is an important route within the park, including from the playground and basketball courts at St. Nicholas Avenue to CCNY and the residential areas at St. Nicholas Terrace and beyond. This closed staircase was highlighted in the 2012 Report Card on Large Parks, an independent assessment of the maintenance conditions of parks in all five boroughs. That report noted "[m]ovement through the park is diminished by a closed staircase in the southern portion of the park. This closure resulted in a failing pathways score."

The barbecue grills are loose and poorly connected to the cement due to cracks and shifting, the courts need refacing, and the access paths need resurfacing to provide safe access to the site.

Provide funding through grants, loans, and tax incentives to develop more than 100 units of afordable housing and arts space using air rights at 3560 Broadway and the adjacent lot which fronts on 147th St. A community based planning effort to renovate and restore the site has been ongoing for more than 3 years. The community vision is to create a multipurpose space that would accommodate several needs outlined by the community and CB9 that have been working on this project. Two developers have paired to design a project that would renovate (and partial restore) the historic theater into arts space, retail and flexible performance space. Available air rights would be used to create housing above the theater portion and on the vacant lot that fronts on West 148 street.

In addition, ACS does not discharge youth to homelessness (and will let those who are 21 and do not yet have stable housing remain in care.) For youth leaving foster care, ACS and its contracted provider agencies are providing support to connect youth/families to safe, affordable and stable housing. ACS and its contracted providers assess housing needs and support youth/families with the NYCHA Public Housing and supportive housing application process as well as the CITYFHEPS or Housing Choice Voucher (HCV) Section 8 application process. ACS has also contracted with a service provider (AnthosHome) which offers housing navigation and stabilization support – to help young adults and families who are issued a voucher. ANTHOS|HOME supports the head of household locate, secure and move into an apartment using their voucher and then maintain housing stability with aftercare services through the recertification/lease renewal period. All youth who have been housed through our work with Anthos have remained stably housed. Ensuring housing stability for families and youth is critical and a priority. ACS does not discharge youth to shelter. ACS is continuing to strengthen support systems and exploring new strategies to better connect child welfare-involved families and youth aging out of foster care to permanent affordable housing and maintaining housing stability. ACS provides the following resources: o The ACS housing subsidy grant, which can provide a recurring subsidy of up to $725 per month support for youth aging out of foster care -secure and maintain a market-rate apartment without a housing voucher. The Housing Grant also allows for a one-shot grant of up to $4,350 to help with security deposit, first month’s rent and furniture expenses. o Support with the HRA supportive housing application for youth exiting foster care o Support with the application for NYCHA public housing, where youth who are ACS involved receive a priority code (N-0). o Support with the application for Section 8 vouchers: Housing Choice Vouchers (HCV), Family Unification Program (FUP) or Foster Youth to Independence (FYI) and referral to ANTHOS|Home for housing navigation services. o Support with the application for CityFHEPS and referral to ANTHOS|Home for housing navigation services To support youth, ACS has continued to expand and invest in Fair Futures and College Choice, as well as support vocational training. Fair Futures supports youth ages 11-26 who are in and have left foster care. The program provides tutoring supports and coaches (starting at age 14). In addition, ACS’s College Choice program, which provides tuition, housing and a daily stipend has doubled the number of youth in foster care attending college. Given the success of these programs, the city invested over $40 million in the Youth Safety and Success Initiative (YSSI), which expands four successful programs currently being implemented and one slated to launch in FY26. The programs include Fair Futures, College Choice, GirslJustUs and Assertive Community Engagement and Success (ACES) and one new program, Career Choice/Workforce Ready. These programs will reach a total of nearly 8,000 participants (an expansion of almost 3,000 young people) and help connect more youth with counseling, careers, college opportunities, and more. YSSI supports youth in both our foster care and juvenile justice programs. Starting in FY26, ACS will have $13 million more dollars to invest in Fair Futures programming, which enhances the $30.7 already baselined in our budget. Beginning in FY27 and beyond, another $23.5 million will be added. Of this new funding a portion was allocated specifically for foster care providers totaling $10.4 million in FY 26 and $18.8 million beginning in FY27. This is in addition to the baseline funding of $23.9M for foster care providers. ACS and its contracted providers assess housing needs and support youth/families with the NYCHA Public Housing and supportive housing application process as well as the CITYFHEPS or Housing Choice Voucher (HCV) Section 8 application process. ACS has also contracted with a service provider (AnthosHome) which offers housing navigation and stabilization support – to help young adults and families who are issued a voucher. ANTHOS|HOME supports the head of household locate, secure and move into an apartment using their voucher and then maintain housing stability with aftercare services through the recertification/lease renewal period. All youth who have been housed through our work with Anthos have remained stably housed. Ensuring housing stability for families and youth is critical and a priority. ACS does not discharge youth to shelter. ACS is continuing to strengthen support systems and exploring new strategies to better connect child welfare-involved families and youth aging out of foster care to permanent affordable housing and maintaining housing stability. ACS provides the following resources: o The ACS housing subsidy grant, which can provide a recurring subsidy of up to $725 per month support for youth aging out of foster care -secure and maintain a market-rate apartment without a housing voucher. The Housing Grant also allows for a one-shot grant of up to $4,350 to help with security deposit, first month’s rent and furniture expenses. o Support with the HRA supportive housing application for youth exiting foster care o Support with the application for NYCHA public housing, where youth who are ACS involved receive a priority code (N-0). o Support with the application for Section 8 vouchers: Housing Choice Vouchers (HCV), Family Unification Program (FUP) or Foster Youth to Independence (FYI) and referral to ANTHOS|Home for housing navigation services. o Support with the application for CityFHEPS and referral to ANTHOS|Home for housing navigation services To support youth, ACS has continued to expand and invest in Fair Futures and College Choice, as well as support vocational training. Fair Futures supports youth ages 11-26 who are in and have left foster care. The program provides tutoring supports and coaches (starting at age 14). In addition, ACS’s College Choice program, which provides tuition, housing and a daily stipend has doubled the number of youth in foster care attending college. Given the success of these programs, the city invested over $40 million in the Youth Safety and Success Initiative (YSSI), which expands four successful programs currently being implemented and one slated to launch in FY26. The programs include Fair Futures, College Choice, GirslJustUs and Assertive Community Engagement and Success (ACES) and one new program, Career Choice/Workforce Ready. Starting in FY26, ACS will have $13 million more dollars to invest in Fair Futures programming, which enhances the $30.7 already baselined in our budget.
