How to petition a city agency

Petitioning asks an agency to begin rulemaking. It is different from commenting on an already-proposed rule, and different again from speaking at a public hearing on one.

CityScroll identified Department of Homeless Services from an explicit CityScroll–NYC Rules agency resolution.

This is the City's general rulemaking-petition guidance. CityScroll has not indexed a published petition procedure for Department of Homeless Services, so it does not name an exact destination here. That is missing evidence, not a finding that you cannot petition this body.

  1. Describe the rule you want adopted, amended, or repealed. Open the official petition form.
  2. Send the completed form to the responsible agency. Read the official guidance.
  3. The agency must reply within 60 days. See the authoritative NYC Rules requirement.
Drafting prompts

Use these prompts to prepare your own petition before opening the official form:

  • What rule should the agency adopt, amend, or repeal?
  • What problem would the requested change address?
  • What change are you requesting, and what evidence supports it?

CityScroll does not save, submit, or track a petition draft.

An official submission contact is not resolved here. Use the City's official agency-contact lookup.

What may happen: the agency declines and gives its reason, or proceeds and initiates CAPA rulemaking.

CityScroll does not submit or track petitions.

Community board budget requests this agency answers

40 community board budget requests for fiscal year 2027 name this agency as the one responsible for answering them. They come from 25 community boards.

A request is what the board asked for. A response is the written answer published for it on that date. Neither is funding, a commitment or delivery, and a request with a supportive answer is not a project.

Each request keeps the district that made it and that board's own priority order. Nothing here is a citywide ranking, and none of it scores how the agency answered.

No request here carries an answer that reads differently between the two publications.

    1. Published June 30, 2026 OMB supports the agency's position as follows: Agency supports but cannot accommodate Explanation: DHS shares the goal that every shelter should have reliable Wi-Fi. In practice, this can be challenging, as some of our facilities are quite old and not well suited for Wi-Fi installation due to building construction or connectivity limitations (e.g., thick cement walls). That said, all families with children sites either have Wi-Fi or are actively in the queue to receive it. For single adult and adult family (AF) sites, Wi-Fi is not currently a requirement; however, many of these shelters do provide Wi-Fi in common areas, and some also offer computer labs. For sites that do not have on-site Wi-Fi, we work to ensure that clients are informed about where and how they can access Wi-Fi as needed. DHS remains open to ongoing conversations about additional ways to expand and improve Wi-Fi access. This answer reads the same as the one published May 12, 2026.

    1. Published June 30, 2026 OMB supports the agency's position as follows: Agency supports but cannot accommodate Explanation: DHS collaborates closely with other City Agencies, local community-based organizations (CBOs), and our non-profit contracted providers to develop innovative strategies and strengthen effective existing services. While identifying and expanding best practices is a key goal, it is equally essential to recognize the importance of building trust with unsheltered clients. Given the potential traumas they may have experienced, establishing these relationships often requires considerable time and patience. This answer reads the same as the one published May 12, 2026.
